IAEA Calls Ukraine’s Nuclear Plant Situation 'Extremely Dangerous'

Critical Threats to Ukraine’s Nuclear Safety

On June 8, during a Board of Governors meeting in Vienna, International Atomic Energy Agency (IAEA) Director General Rafael Grossi described the conditions at Ukraine’s nuclear power plants as alarmingly precarious. A Russian drone strike on a spent nuclear fuel storage facility, located just a few kilometers from the Chernobyl Nuclear Power Plant, caused severe structural damage. The receiving building for fuel was heavily compromised, although the spent fuel itself remained safely contained in storage casks situated several hundred meters from the impact site.

Compounding these concerns, the Zaporizhzhia Nuclear Power Plant (ZNPP) has faced its 18th complete blackout since the war began, a power outage that lasted 15 hours. The electricity disruption forced plant staff to rely on emergency diesel generators to keep cooling systems running for six shut-down reactors. External power was eventually restored on the morning of June 6, allowing normal electricity supply to the ZNPP to resume.

It is worth noting that since shelling in March damaged key infrastructure, the ZNPP has been operating on just a single backup power line, significantly increasing the risk of technical failures. A sixth local ceasefire agreement between Ukraine and Russia was reached on June 5, aimed at enabling repairs to the Dniprovska power line. Grossi emphasized that 'the situation at Ukraine’s nuclear power plants remains extremely complicated.'
