Lending for Ukrainian Entrepreneurs

Ukraine's “Affordable Loans 5-7-9%” program remains one of the country's key wartime financing tools. Last week, entrepreneurs signed 772 new loan agreements totaling UAH 2.64 billion under this initiative. Most of the growth came from high military-risk zones, where companies received UAH 976 million, or 37% of all new credit funds issued during that period. The program is part of the “Made in Ukraine” policy aimed at supporting domestic producers.

Lending Statistics

Since early 2023, Ukrainian businesses have secured UAH 112.5 billion across 25,100 loans. A breakdown of the total includes:

  • UAH 38.5 billion for enterprises in high military-risk zones;
  • UAH 30 billion for processing companies;
  • UAH 17.8 billion for investment projects.

In 2026, 866 energy loans were issued at 0% interest, with a total value of UAH 1.29 billion. Since the program's launch in February 2020, businesses have received 160,100 loans worth UAH 574.6 billion, including 125,300 loans worth UAH 485 billion during martial law.

The Affordable Loans 5-7-9% scheme continues to draw steady demand from entrepreneurs despite the pressures of war. The especially strong uptake in high-risk areas suggests that businesses are working to adapt and remain operational under difficult conditions. Sustained lending of this kind can be a meaningful factor in Ukraine's economic recovery and in efforts to sustain national production.
