Almost a Million Online Deferrals: How the Digitalization of TCC and the 'Reserve+' App Works

95% of the services of territorial recruitment centers (TCC) have been moved online, allowing a focus on mobilization. According to the Minister of Digital Transformation Mykhailo Fedorov, almost a million deferrals were extended online. This is a significant achievement in the context of modern technologies that simplify the process of obtaining deferrals for citizens.

Initially, the following groups were able to receive online deferrals:

  • parents of many children,
  • full-time students,
  • persons with disabilities.

Later, the circle of individuals who can receive online deferrals was expanded to include single parents and those caring for relatives with disabilities. The document processing at TCC takes on average 30 minutes, while the electronic military ID is generated instantly. It is important to note that the electronic document has the same legal force as a paper one.

Updated 'Reserve+' App

In May 2024, the updated 'Reserve+' app was launched, which will begin to display photos of military conscripts and notifications about summonses. However, the warning function about summonses will not be operational until 2026, as reported by Oleg Berestovyy. These innovations reflect the desire to improve the accounting and mobilization system of conscripts in Ukraine.

The digitalization of TCC and the implementation of new technologies, such as the 'Reserve+' app, demonstrate the efforts of the Ukrainian government to simplify administrative procedures for citizens, which is especially important in wartime. Reducing the time it takes to receive deferrals and improving access to information can positively impact the mobilization processes in the state, providing greater transparency and efficiency in interactions with conscripts. Such changes also highlight the importance of adapting state services to the modern demands and needs of society.
