The massive missile-drone attack by Russia that took place on December 13 resulted in the power outage in Kyiv and seven regions of Ukraine. Emergency recovery work is ongoing, but the situation remains difficult due to adverse weather conditions and hostilities.

De-energized regions

In particular, consumers in Kyiv, as well as in:

  • Kyiv region
  • Odesa region
  • Kharkiv region
  • Dnipropetrovsk region
  • Donetsk region
  • Chernihiv region
  • Zaporizhzhia region

Additionally, 17 settlements in the Chernihiv and Transcarpathian regions were left without power. In Ukraine, against the backdrop of these events, hourly power outage schedules are in effect.

Distribution system operators in Kyiv, Odesa region, and the city of Dnipro have implemented network restrictions to stabilize the power system. This attack has been the eighth massive attack on the thermal power plants of the company since October 2025.

Oleksandr Vyazovchenko noted that Ukraine is experiencing one of the most difficult winters since independence, emphasizing the importance of restoring power supply for consumers.

This attack highlights concerns regarding Ukraine's energy security amid the war, especially during the winter period when energy needs increase. The importance of restoring power supply is critical not only for the comfort of the population but also for supporting the functioning of infrastructure and the economy of the country. The situation with power outages also reflects the need to strengthen the energy system and increase its resilience to external threats.
