Current State of Healthcare Infrastructure in Ukraine

The ongoing full-scale Russian aggression has inflicted widespread destruction on Ukraine’s healthcare and civilian infrastructure. As of October 1, 2026, a total of 2,698 facilities have been either damaged or destroyed, including 849 healthcare institutions. Among these, 340 structures within 127 medical facilities have been completely wiped out. The hardest hit regions include Kharkiv, Donetsk, Dnipropetrovsk, Kherson, Mykolaiv, and Kyiv oblasts.

Progress in Restoring Healthcare Services

Efforts to rebuild the healthcare infrastructure are underway: 752 facilities have been fully restored, while 311 have undergone partial repairs. Unfortunately, 95 sites that were once fully rebuilt have suffered new damages. Medical services continue to operate at 1,649 locations, with 186 of these functioning at reduced capacity and 241 having been evacuated.

Since the start of the full-scale invasion, 354 emergency medical vehicles have been destroyed, 236 damaged, and 80 seized by enemy forces. The Ministry of Health of Ukraine, together with international partners, remains committed to rebuilding medical infrastructure and maintaining uninterrupted healthcare delivery.

The situation in Ukraine remains dire, as the destruction of healthcare facilities severely limits the population’s access to essential medical care.

In the context of ongoing conflict, international support is crucial for rebuilding infrastructure and ensuring stability in the healthcare system. The restoration of medical facilities is vital to mitigating the health consequences of the war for the Ukrainian population.

As the situation continues to evolve, new protocols for healthcare facilities during air raid alerts have been established to enhance operational safety. This initiative reflects the urgent need for effective measures to protect both medical staff and patients amidst the ongoing conflict, further illustrating the critical importance of restoring and maintaining healthcare services in Ukraine.
