New Legislation Aims to Set a Unified Minimum Wage of 40,000 UAH for Ukrainian Doctors and Nurses

Ukraine's healthcare system received a record allocation of 258.6 billion hryvnias from the state budget for 2026. This substantial funding has enabled the establishment of new minimum wage standards for medical staff, moving away from the previous reliance on the Unified Tariff Schedule. For nurses and paramedics, the minimum monthly wage from January 2026 is set at 25,000 UAH. After deducting personal income tax (18%) and the military levy (5%), this ensures a net take-home pay of at least 19,250 UAH for a full-time position. Doctors in primary and emergency care have a minimum income set at 35,000 UAH.

Draft Law No. 14357

Against the backdrop of these changes, Draft Law No. 14357 has been registered in the Verkhovna Rada. Its primary objective is to equalize the minimum wage threshold for both doctors and nurses at 40,000 UAH. The bill's authors propose implementing a payment grid that would guarantee equal base pay for professionals in both roles. As of early February, the document is in the review stage within the relevant parliamentary committees. This legislative push comes as Ukraine continues to reform its healthcare system amidst ongoing challenges.

These wage reforms are poised to significantly impact the financial standing of healthcare workers across various institutions, including communal non-profit enterprises (CNPs), state-funded facilities, and private clinics. According to data from recruitment portals, the average salary in the sector has already increased by 14% over the past year, indicating a gradual improvement in working conditions for medical professionals in Ukraine.

The significance of these changes lies in their potential to stimulate an improvement in the quality of medical services in Ukraine, as higher wages could lead to reduced staff turnover and attract new specialists to the field.
