Identity Verification Requirements for Pensioners

Legal Grounds and Who Is Affected
The legal basis is Article 47-1 of the Law of Ukraine "On Compulsory State Pension Insurance". Cabinet of Ministers Resolution No. 299 of 11 February 2025 approves the procedure for paying pensions and insurance benefits to people who are temporarily outside Ukraine or in territories temporarily occupied by the Russian Federation. Importantly, the definition of "temporarily residing outside Ukraine" includes not only those who have been abroad for more than 183 days but also Ukrainians who received temporary protection or refugee status due to Russian aggression and have not applied for permanent residence documentation. If fewer than 183 days have passed since entering a foreign country and the person holds no relevant status, identity verification is not required.
