Mayor Terekhov's Remarks on Mobilization
Kharkiv Mayor Ihor Terekhov, who also heads the Association of Frontline Cities and Communities, has commented on the military mobilization process, stressing the need to protect citizens' rights and ensure transparency. His statement was prompted by a widely circulated video showing a man being forcibly mobilized in the Kharkiv metro system.
Terekhov emphasized that mobilization must be conducted fairly, without violations, and should not escalate into public confrontations between citizens and Territorial Recruitment Centers (TRCs). He noted that such incidents continue to occur, causing significant public concern.
“I am convinced that such cases should not happen, neither in our city nor in our state.”

The mayor also urged the leadership of the Ministry of Defense to pay maximum attention to safeguarding citizens' rights. He insisted on the need to investigate every high-profile episode and to mandate that TRC staff wear body cameras. Terekhov underscored the importance of providing the public with comprehensive information about each incident. This call for accountability comes amid ongoing national efforts to strengthen military forces while maintaining public trust.
Upholding Citizen Rights During Mobilization
Protecting citizens' rights during mobilization remains a key public demand. The Constitution of Ukraine declares that a person, their life, health, and rights are the highest values, making it crucial that all stages of mobilization adhere to these principles.
Terekhov's comments highlight the ongoing relevance of ensuring rights are respected during wartime mobilization measures. Given public anxiety, it is vital for the relevant authorities to respond to incidents by guaranteeing transparency and fairness in the recruitment process. The adoption of new technologies like body cameras could help build trust in military structures and prevent potential abuses, a step seen as increasingly important for maintaining social cohesion.
