The Steel Sector's Critical Role in Ukraine's Wartime Economy
Yuriy Ryzhenkov, CEO of the Metinvest Group, has emphasized that reviving Ukraine's industrial base is essential for economic growth and integration into the European market. He stated that industry provides the crucial foundation for tax revenue and national reconstruction. Despite the immense challenges of war, the steel sector continues to play a vital role in Ukraine's economy. This resilience is a key factor in the nation's ability to fund its defense and recovery efforts.
Before the full-scale invasion, the mining and metallurgical sector accounted for roughly 10% of Ukraine's Gross Domestic Product (GDP). That figure has now fallen to nearly 6%, illustrating the conflict's severe impact on industrial output. However, the sector's importance is amplified by its multiplier effect: for every job created in metallurgy, an additional eight are generated in related industries.
Funding the State: The Metallurgical Sector's Tax Contribution
Over the past five years, Ukraine's largest metallurgical enterprises have paid 190 billion hryvnias (approximately $6.2 billion) in taxes and duties. In 2024 alone, the tax payments from four major steel companies constituted 1.6% of all revenues for budgets at every level of government. These figures demonstrate the sector's substantial contribution to funding state expenditures, even under the most difficult conditions.
Yuriy Ryzhenkov noted that industry is the pillar supporting tax revenues, high-value-added production, national rebuilding, and Ukraine's place in the European market.
He further stressed that European integration opens new opportunities for Ukraine, particularly within the context of Europe's 'Green Deal' transition. This points to the potential for Ukraine's steel industry to adapt to modern demands for environmental sustainability and innovation, securing its future competitiveness.
Thus, despite the ongoing war, Ukrainian metallurgy remains a critical economic component, continuing to generate employment and ensure budget revenues. This function is indispensable for the country's recovery and development during the conflict.
