Customs Reform in Ukraine
The Ministry of Digital Transformation of Ukraine has announced a reform of customs aimed at eliminating the human factor from the customs clearance process for cars through the 'Diia' application. According to the new changes, the cost of customs clearance for cars will no longer depend on the subjective decisions of customs officials, who could evaluate the cost at their discretion.
Main Changes in the Customs Clearance Process
The main tool for implementing this reform will be the 'Diia' application, which will simplify the customs clearance process. The cost of customs clearance for cars will be determined by an algorithm that takes into account stable characteristics of the vehicle, such as:
- make
- model
- engine type and volume
- age of the car
The algorithm will come into effect after the necessary legislation is passed, which will serve as the basis for the reform, according to draft law No. 10380.
The customs clearance process will be maximally simplified and will take no more than an hour. Drivers will be able to sign the declaration and pay customs duties via smartphone, significantly reducing the time and effort required to complete this procedure. It is also worth noting that from January 1, taxation of electric vehicles has been restored in Ukraine, in particular, VAT at a rate of 20%. The customs reform is an important step towards improving the business environment in Ukraine and simplifying administrative procedures for citizens.
Changes in customs legislation and the introduction of automated processes in Ukraine may significantly impact the development of the car market. Simplifying the customs clearance procedure will increase the accessibility of cars for the population and may also stimulate the import of new cars. At the same time, the restoration of taxation on electric vehicles raises questions about supporting environmentally friendly transport in the country, especially in the face of global environmental challenges.
