The Ministry of Health commented on the information regarding a possible 'leak' of data of approximately 20 million Ukrainians from the 'Diya' app. As reported by 'Khvylia', this was announced through the ministry's press service. They confirmed that the files that spread are false information and are not related to the 'Diya' system and are not a result of its leak or hacking.
'After the report about a possible 'leak', our team conducted an investigation and determined: the circulated files are a fabrication and do not originate from the 'Diya' system, nor are they a result of hacking or leakage. Specifically - the published files — are a mix of previously known 'leaks' from commercial sources, which were manually edited and supplemented with forged entries to make them look like a 'fresh' database,' the message states.
The ministry also emphasized that this is a typical strategy of the black market: old leaks are 'refreshed' with forged entries to present them as new massive leaks and deceive people. Deputy Minister of Digital Transformation for cybersecurity and cloud technologies Vitalii Balashov noted that the Ministry of Health considers the spread of forged files as an attempt of a targeted attack on the 'Diya' program and undermining trust in state services.
'Once again, we emphasize that 'Diya' does not store personal data - the system works on the principle of data-in-transit: information is drawn from state registries at the moment of request and is not accumulated in the app or on the portal. As proof, in March 2024, the source code of the 'Diya' program was published. It is available for review, and anyone can verify that there are no hidden databases with citizens' information,' Balashov emphasized.
