Comprehensive Guide to Energy Management in Industrial Parks

The Ministry of Economy and Environment of Ukraine has developed a detailed guide focused on energy management for industrial parks. This resource offers clear instructions on connecting to electrical grids, utilizing self-generation, selling excess electricity, and implementing energy storage systems. Designed for industrial park developers and management companies, the guide helps identify the most suitable energy supply models, estimate required capacities, and navigate regulatory frameworks effectively.

In creating this guide, the Ministry collaborated closely with the Ministry of Energy of Ukraine and the National Commission for State Regulation of Energy and Utilities (NKREKP). It outlines four primary energy supply strategies:

  • Self-generation of electricity
  • Electricity production for commercial sale
  • Active consumer participation
  • Energy storage solutions

Notably, NKREKP does not impose special electricity distribution tariffs specifically for industrial parks. Instead, distribution system operators are required to incorporate the needs of industrial parks into their five-year development plans.

Investment and Development in Ukraine's Industrial Parks

Currently, Ukraine hosts 123 industrial parks spread across nearly all regions. By the end of 2025, plans include the construction or ongoing development of 37 industrial facilities within these parks—22 of which are already completed, with 15 under construction. Total investment in these zones exceeds 45 billion hryvnias.

"We have received numerous practical inquiries from park initiators and management regarding grid connections, self-generation options, selling surplus electricity, and using energy storage. To address these, we compiled answers into a single guide so investors and managers can better understand available energy models and regulatory requirements at the planning stage," explained Vitaliy Kindrativ.

The guide also clarifies when licensing is necessary, how to plan electrical capacity, and the capabilities of park initiators and operators. This ensures that industrial parks are better prepared to meet energy challenges, encouraging further investment in Ukraine's economy.

This publication marks a significant milestone in enhancing the energy infrastructure of Ukraine’s industrial parks. By reducing barriers for investors and strengthening the industrial sector, effective energy management can drive economic growth and create new jobs across regional areas.
