The Ministry of Energy should focus on improving the conditions for the development of green energy – EBA

The European Business Association urged the head of the Ministry of Energy, Svitlana Hrynchuk, to resolve the debt issues in the sector and to promote the further development of new energy capacities in Ukraine. 'The energy sector is key to Ukraine's economic stability, national security, and integration into a unified European space. Thus, a constructive dialogue between government bodies and business is critically important,' says EBA.


Association members draw the Ministry of Energy's attention to the necessity of overcoming historical debts in the energy sector, particularly in the balancing market. Investors also consider it necessary to simplify permitting procedures (construction, ecology), extend the validity of tax incentives for the import of energy equipment, and provide them for wind power plant equipment.


At the same time, EBA calls for the establishment of price caps in the electricity market at levels consistent with European ones, as well as stimulating the domestic market for guarantees of electricity origin, and ensuring the recognition of these guarantees by EU countries.

Business also urges to postpone the full implementation of CBAM for electricity imports from Ukraine until the actual integration with the EU market (market coupling) to avoid the risk of losing competitiveness in foreign markets. 'The proposed measures are the result of a deep analysis of the current challenges facing businesses. They are aimed at supporting the formation of a balanced, transparent, and investment-attractive model for the functioning of the energy sector in Ukraine,' emphasizes EBA.


It was previously reported that the debt of the State Enterprise 'Guaranteed Buyer' to renewable energy producers amounts to 23.3 billion hryvnias. In June, renewable energy investors appealed to the National Commission for State Regulation of Energy and Public Utilities, urging them to address the debt issue for 2021-2022, which arose due to the application of an unlawful imbalance calculation formula.



The Ukrainian European Business Association called on the Ministry of Energy to work together with businesses to resolve issues in the energy sector, emphasizing historical debts and the need to improve the conditions for the development of new energy projects in the country. Highlighting the key importance of energy for Ukraine, EBA emphasizes the importance of dialogue between the government and business for achieving economic stability and integrating the country into the European energy space.
