Headcount and Salary Data Released
The Ministry of Finance has published new data detailing the number of employees and their average salaries across Ukraine's state bodies for February 2026. According to the release, the total number of public sector employees stood at 165.5 thousand. This figure includes 108.1 thousand working in central government bodies, 23.2 thousand in local state administrations, and 34.2 thousand in judicial authorities. This transparency initiative provides a rare, detailed look into the structure of the Ukrainian civil service.
Average Salaries Across Government Bodies
Average monthly salaries varied significantly by institution. Staff in central government apparatuses earned an average of 55.6 thousand hryvnias. For regional departments of central bodies, the average was 33.2 thousand hryvnias, while territorial departments averaged 16.9 thousand. Employees of regional state administrations received an average of 48.1 thousand hryvnias, and those in district state administrations earned 23.8 thousand on average.
The data was presented in a dashboard created with the support of the Reform Project Office at the Ministry of Finance, under the URA — Ukraine Recovery and Reform Architecture program. This program is implemented with support from the European Bank for Reconstruction and Development (EBRD).
The published figures reflect the employment structure and salary levels within the state sector, serving as a key indicator for assessing the efficiency of public resource management. The information provided by the Ministry of Finance can form a basis for further analysis and reform of state bodies, particularly in the context of optimizing costs and adjusting salaries to improve employee motivation.
