The Ministry of Development abolishes paper routes: how new bus connections will be opened

Abolition of the paper procedure for opening bus routes

The Ministry of Communities and Territories Development of Ukraine has abolished the paper procedure for opening bus routes by implementing the digital EKIS system to automate the process. This innovation will contribute to the development of intercity passenger transport, as no new intercity routes have been opened in Ukraine for the last 11 years.

Electronic documents for opening routes

From now on, four electronic documents need to be created to open a new route:

  • route scheme
  • schedule of movement
  • calculation of travel cost
  • drivers' work and rest schedule

This new system generates an 'electronic route passport' that captures all transport parameters. Thanks to the automation of the process, businesses will be able to independently initiate the creation of interregional routes.

It is important to note that the digital system allows for a process from idea to the start of transport operations to be completed in a maximum of two months. Additionally, the system can check for 'schedule conflicts', which will significantly simplify traffic organization. A module for ordering 'Interbus' permits and the 'eQueue' system for buses at the border has also been launched.

Oleksiy Kuleba, representative of the Ministry of Development: 'We are consciously refusing paper and opaque procedures. The new system allows for a process from idea to the start of transport operations to be completed in a maximum of two months.'

These changes aim to modernize Ukraine's transport infrastructure and provide more convenient conditions for passenger transport.

The introduction of the digital EKIS system is an important step in transforming Ukraine's transport infrastructure, as it allows for quicker responses to market needs and reduces bureaucratic barriers. This may also contribute to increased competition among carriers, which in turn will improve the quality of passenger service. In the context of modern challenges related to mobility and infrastructural changes, these innovations may become the foundation for further development of intercity transport in Ukraine.
