People's Deputy Yaroslav Zheleznyak spoke about a new scheme for men of conscription age to leave the country during the war. This time it was about employment in state institutions with subsequent business trips abroad, which became the most striking example in the case of the National Circus Company.
The scheme with the circus and its scale
The essence of the scheme was that people were hired to work in a state institution, and already in the same month were sent abroad. At least 78 men left under this circus-related scheme and have not returned to date.
Many of them continued to receive salaries from the state budget for months, after which they were dismissed. Thus, it was not just a tour, since they did not return after the deadline ended.
The role of the Ministry of Culture and systemic problems
The Ministry of Culture plays an important role in this situation, as in two years they issued 6,450 exit permits. Despite changes in leadership, problems and schemes remain.
Zheleznyak emphasizes that similar schemes operate not only in the Ministry of Culture but also in other ministries that also issue exit permits. This is becoming one of the systemic problems requiring attention and regulation.
It is worth noting that border guards uncovered the corrupt actions of the head of the military medical commission in Kyiv, who illegally classified conscripts as unfit for service.
