Hiding Data on Defense Companies
The Ministry of Defense of Ukraine has taken measures to conceal data on 174 defense companies. In particular, the analytical system YouControl deleted information about 93 defense industry companies at the request of the Ministry of Defense. This occurred in accordance with the Cabinet of Ministers of Ukraine's resolution dated October 3, 2025, №1257. Additionally, Clarity Project confirmed that information about another 81 enterprises was hidden at the requests of the Ministry of Defense.
As of December 29, 2025, YouControl has already complied with the Ministry of Defense's requirements by removing data about 93 companies. The resolution of the Cabinet of Ministers, referenced in these actions, has become a basis for addressing enterprises to the Ministry of Defense of Ukraine. As noted by a representative of Clarity Project,
“These are companies that, according to the above-mentioned resolution, submitted requests to the Ministry of Defense of Ukraine.”
Impact on Data Transparency
Against this backdrop, the data openness rating in Ukraine hovers around 44%. This may indicate limited access to information about defense companies, raising concerns among experts and the public. The actions of the Ministry of Defense have sparked discussions about transparency in the defense sector and potential implications for business.
The concealment of data about defense companies may affect trust in governmental institutions and their decisions, as well as create barriers for investors and partners interested in cooperation with the Ukrainian defense sector. In light of the growing attention to transparency issues, it is important for the Ministry of Defense to find a balance between the need for security and openness of data for society.
