Streamlined Underground Construction Process
The Ukrainian Ministry of Defense has introduced simplified regulations for underground construction projects within the defense-industrial complex, enabling private investors to finance the development of secure manufacturing facilities. These reforms allow for a faster approval process and grant options for ownership, leasing, or usage of such defense-related infrastructure.
The government has endorsed this initiative to boost private capital involvement in building underground production spaces and other critical infrastructure. Under the new framework, developers can independently fund these fortified facilities and then transfer at least 25% of the total area to defense enterprises.
Agreements Required for Implementation
To put this mechanism into practice, contracts must be signed with Defence City residents, state contract performers, and key defense industry enterprises designated by the Ministry of Defense. Defense Minister Yevhen Khmara emphasized that these changes will attract non-budgetary funds to create protected defense infrastructure, accelerate expansion of industrial capacity, and simplify the relocation of defense companies.
“Russia aims to destroy our defense production. In response, we must strengthen the resilience of Ukraine’s defense industry. This requires moving manufacturing into secure environments and preserving the unique capabilities of our producers. That is why we are now offering a more flexible system to attract additional resources for such projects,” said Yevhen Khmara.
Coming in the fifth year of the full-scale war, these reforms address the urgent challenges facing Ukraine’s defense manufacturing. Easing underground construction procedures marks a critical step toward enhancing the defense sector’s resilience amid ongoing threats.
By opening underground construction to private investment, these changes have the potential to significantly advance Ukraine’s military-industrial complex, which is vital during wartime. The influx of private funds to develop protected facilities not only meets defense needs but also strengthens the national economy through new technologies and infrastructure development. This initiative highlights the importance of adapting Ukraine’s defense industry to the evolving geopolitical landscape.
In addition to the reforms in underground construction, the government has also increased the maximum preferential loan available for the defense sector to 500 million UAH, with interest rates starting from 5%. This financial support aims to further bolster the military-industrial complex and ensure that defense enterprises can access the necessary resources for their operations.
