Teachers Can Now Beta-Test Draft Deferment Online Through Ukraine's Reserve+ App

Beta Test of Online Deferment for Teachers

Ukraine's Defense Ministry has announced a beta test for a new Reserve+ feature: applying for a mobilization deferment online, designed for teachers and other pedagogical staff at general secondary education institutions. This effort reflects the country's broader push to digitize military administration. To take part, applicants must hold a primary job of at least 0.75 of a full-time load (75% of a full-time position) and must not have an active deferment when the beta test starts.

Instead of collecting paperwork or waiting for reviews, the system will automatically cross-check data against state registries, including the Automated Information Complex for Educational Management (AIKOM). Anyone can verify that their AIKOM records are correct and up to date through their school's administration or the staff member responsible for those records. The entire process happens online, removing the need for certificates, visits to Administrative Services Centers (ASNCs), or extended processing times.

What's Already Available for Educators

Reserve+ currently offers online deferment for researchers, academic staff, and educators in universities, vocational colleges, and professional (vocational) education institutions. For the beta test, educators must fill out a form via the provided link. If their eligibility is confirmed, the deferment is issued automatically and appears in their e-military registration document.

Streamlining deferment procedures for pedagogical staff is a meaningful step toward easing administrative burdens—and can help keep education systems running during wartime. This initiative lets teachers focus on their core mission instead of getting bogged down in bureaucracy. As the Defense Ministry expands Reserve+'s capabilities, it signals a broader commitment to serving different categories of workers during a challenging period for the country.
