Reforms in Weapons and Equipment Classification
The Ukrainian Ministry of Defense has overhauled its system for classifying weapons and military hardware, separating the technical evaluation process from procurement planning. Approved by the Government, these reforms are designed to cut red tape and simplify regulatory requirements for acquiring drones, electronic warfare (EW) systems, ammunition, and other critical solutions. This move is part of a broader effort to accelerate defense procurement amid the ongoing conflict with Russia.
Under the new rules, the classification process no longer requires proof of an urgent state need. For purchasing tactical-level drones and EW systems, only a manufacturer's quality certificate is now necessary, eliminating additional state control procedures. Furthermore, ammunition can be classified without new testing if the customer was involved in previous trials. Explosive materials have also been added to the list of goods eligible for simplified procurement.
Commenting on the changes, Mykhailo Fedorov stated: 'We have opened the markets for drones, EW, unmanned systems, missiles, and other innovative solutions, simplified bureaucracy, and created conditions for the development of Ukrainian manufacturers.'
Technical specifications are now approved by the manufacturer and registered without requiring the state customer's agreement, placing full responsibility for their content on the producer.
