Ukraine’s Ministry and Humanitarian Center Expand 'Poruch' Housing Platform Nationwide for Displaced Persons

Міністерство України та Гуманітарний Центр розширюють платформу Поруч для допомоги переселенцям по всій країні.

Agreement on the Transfer of the 'Poruch' Platform

The Ministry of Community Development, Territories, and Infrastructure of Ukraine has formalized a memorandum with the Coordination Humanitarian Center to transfer the state-managed 'Poruch' system. Launched in the summer of 2026 in the Kharkiv region, this platform is designed to help internally displaced persons (IDPs) find temporary housing. Currently operational in six regions, preparations are underway to extend its coverage across the entire country over the next two months.

How the 'Poruch' System Works

Operating similarly to Airbnb, 'Poruch' provides users with detailed listings of available temporary accommodations. It offers information about housing options, living conditions, vacancy numbers, and nearby infrastructure, enabling displaced individuals to select the most suitable place to stay.

Vitaliy Bezhin, a representative from the Ministry, emphasized: "During evacuation, it’s crucial for people to know in advance where they can stay. Through 'Poruch,' accessible housing options will be visible... Another key benefit of the platform is its ability to synchronize efforts among all participants involved in evacuation processes."

The platform supports coordinated evacuation efforts by allowing government agencies, local authorities, humanitarian groups, and volunteers to track individuals' housing choices and direct them accordingly, reducing delays. Additionally, 'Poruch' standardizes the operation of transit centers, enhancing their overall efficiency.

With real-time analytics on population movements, transit center occupancy, and evacuees’ needs, the system enables better planning and faster response to emerging challenges. This improves living conditions for displaced persons while increasing transparency and accountability in delivering aid.

This initiative represents a significant advancement in assisting Ukraine’s internally displaced population, who face numerous hardships amid ongoing instability. Expanding 'Poruch' nationwide promises to streamline housing searches and foster more organized support during crises, especially evacuations. Furthermore, it strengthens collaboration between government bodies, local communities, and humanitarian organizations—a vital factor given the current humanitarian challenges in Ukraine.
