The Ministry of Development has published an anti-corruption overview of state-owned enterprises: main conclusions

The results of the assessment of the anti-corruption compliance systems at enterprises managed by the Ministry of Community and Territorial Development were presented. The study was conducted with the support of the Basel Institute of Governance. Twenty-five enterprises and organizations participated, including the Administration of Seaports of Ukraine, Boryspil International Airport, Ukrposhta, Ukrainian Danube Shipping Company, Ukrvodshlyakh, and others.



The assessment results showed that more than half of the enterprises already have risk management and audit functions, which contribute to effective management of corruption risks. However, only three of them have functioning supervisory boards, although their role is increasing in the implementation of anti-corruption standards. Most companies also reported a lack of compliance specialists in numbers that restrict the development of the system. Regarding the control over partners and counterparties, 23 out of 25 enterprises carry out checks but apply a limited number of preventive measures.



Among the key recommendations in the area of building anti-corruption compliance systems is for the Ministry to provide methodological support to enterprises, ensure the unity of legal mechanisms, create a platform for experience exchange, and establish ongoing monitoring of the maturity of compliance systems. Enterprises, in particular, are recommended to develop implementation roadmaps, enhance the transparency of their activities, and join forces with other companies to fight corruption.


The results of the assessment of anti-corruption compliance systems at enterprises indicate that many companies already adhere to anti-corruption standards, but there is still potential for improvement and enhancement of these systems. It is necessary to intensify efforts to combat corruption and improve the risk management system to ensure transparency and effectiveness of business in Ukraine.
