Ministry of Development Holds Consultations with Manufacturers and Experts
Ukraine’s Ministry for Communities and Territories Development (Ministry of Development) has held consultations with manufacturers, industry associations, and experts on codifying construction products and market price indicators. These steps are part of creating the State Database of Construction Product Prices, which aims to establish transparent and uniform methods for analyzing and verifying construction costs in projects funded by public money or state-guaranteed loans.
Memorandum of Cooperation
During these consultations, the Ministry of Development presented a Memorandum of Cooperation between the Ministry, construction product manufacturers, and industry associations. Three associations have already joined the Memorandum:
- Ukrainian Association Ukrelectrocable
- Ukrainian Center for Steel Construction (UCSC)
- Association of Ukrainian Manufacturers of Translucent Structures
The event was organized by the Ministry together with the Better Regulation Delivery Office (BRDO) and took place as part of the operational launch of the first phase of the database.
Funding for this project comes from the EU4Reconstruction initiative, which is backed by the European Union, Denmark, Germany, France, and Lithuania. Deputy Minister Nataliia Kozlovska commented:

Introducing the State Database of Construction Product Prices marks a major step toward greater transparency in Ukraine’s construction sector. It will not only improve oversight of public spending but also enable more efficient planning and execution of construction projects. Working closely with industry associations and manufacturers shows the Ministry of Development’s commitment to creating a systematic approach to challenges in the construction industry.
