Ukraine's Ministry of Development Begins Pilot for Construction Materials Price Database

Pilot Launch for Construction Product Price Database

The Ministry for Communities, Territories and Infrastructure Development of Ukraine has announced the start of a pilot test for its new Construction Product Price Database, which utilizes the Construction Product Classifier (CPC). This initiative is part of broader post-war reconstruction efforts to modernize the country's building sector. Participants in the trial will be able to explore features for generating cost estimates, analyzing prices, calculating contract values, working with work completion certificates, and integrating with specialized software.

The following groups are invited to participate in the testing:

  • Construction clients
  • Design and contracting organizations
  • Cost estimators
  • Material manufacturers
  • Developers of estimating software

To join the pilot, interested parties must complete a questionnaire available via a dedicated link. Information regarding the testing was provided by Nataliia Kozlovska.

Objectives of the Pilot Program

The primary goals of launching this price database pilot are to streamline processes within the construction industry, ensure pricing transparency, and enhance project management efficiency. Such a system is common in developed economies to foster fair competition and control costs. This move is expected to improve construction quality and help prevent potential abuses during the estimation phase. Involving a wide range of stakeholders, including contractors and manufacturers, will provide essential feedback for refining the system in the future.

In addition to the pilot for the Construction Product Price Database, it's important to note that digital planning documentation has become essential for state-funded construction projects. This requirement aims to enhance efficiency and accountability in the sector, aligning with the ongoing efforts to modernize Ukraine's construction landscape post-conflict.
