Ministry of Development launches training for specialists in barrier-free access: who can study

The Ministry of Community and Territory Development has approved a Typical Educational Program for advanced training of specialists in barrier-free access. This program will mark the beginning of new specialized training in higher education institutions starting in 2026. The document was developed in collaboration with leading universities of Ukraine and agreed upon with the Ministry of Education and Science.



The main goal of this program is to train qualified specialists who will be able to adequately assess the accessibility of buildings and structures for all users. Deputy Prime Minister Oleksii Kuleba noted that barrier-free access is not just a separate initiative, but an important transformation of management and design culture, which makes the country more accessible and safe for all citizens.



“The need for training specialists in barrier-free access is particularly relevant at the moment. A large part of the work is related to inspecting, assessing, and modernizing existing facilities, from hospitals and schools to streets and public spaces. The new educational program is intended to meet this demand,” emphasized Oleksii Kuleba.


The Typical Educational Program includes five training modules totaling at least 60 academic hours and covers all key aspects of physical barrier-free access. Specialists with higher education in architecture and construction will be able to undergo the relevant training and receive a certificate of compliance.

Ukraine is moving forward in terms of developing barrier-free access by approving a new educational program for specialists. This is a step towards creating a more accessible and safe environment for all citizens of the country.
