Ministry Publishes Draft Regulation for Public Review

The Ministry of Social Policy, Family, and Unity has published a draft regulation intended to replace the annulled Resolution No. 821. This draft is open for public discussion from March 17 to March 31. The previous resolution was invalidated by a court of first instance, which ruled it was unlawful. Notably, the Ministry, as the developer of the resolution, failed to conduct the mandatory public consultations required by law. This process is part of ongoing efforts to reform Ukraine's social safety net following Russia's full-scale invasion.

Tetiana Holytsia, a representative of the Ministry, commented on the new draft, stating: 'Essentially, this is a copy of Resolution 821 with a different number and a different date.'

She also stressed the importance of considering public opinion, saying: 'If as many people as possible are opposed, the public discussion must definitely be taken into account.'

Pension Fund Budget and Policy Implications

It is also worth noting that the Pension Fund budget for 2026 has already been formulated and includes a separate line item for recalculated pensions. This indicates preparations for potential changes to Ukraine's pension provision system. The public discussion of the new draft resolution could be a significant step in shaping the state's social policy, incorporating the views and proposals of citizens.
