Launching a Network of Return Ambassadors
The Ministry of Social Policy, Family, and Unity of Ukraine is spearheading the creation of a network of return ambassadors—volunteers dedicated to assisting Ukrainians living abroad by providing crucial information about life, opportunities, and support programs within Ukrainian communities. This effort specifically targets those unable to return to their former places of residence.
The framework for the ambassadors' roles was developed during a workshop held from September 7 to 10, 2026, in Vinnytsia. The event, titled "Return Ambassadors in Communities: From Concept to Implementation," was organized by the Ministry in partnership with the Council of Europe Project and the Public Holding "Impact Group." Participants included representatives from civil society organizations and 20 communities across various Ukrainian regions.
The Purpose and Impact of Return Ambassadors
Return ambassadors are set to play a vital role by helping Ukrainians abroad gain insight into community life back home, establish local connections, and access relevant information. Ilona Havronska, Deputy Minister of Social Policy, Family, and Unity for European Integration, emphasized:
"It is essential that people feel welcomed—not only by the state but also by fellow citizens. The return ambassadors initiative embodies the human side of coming home. These ambassadors can introduce newcomers to their communities, share personal experiences, and say, ‘Come, I’ll show you around.’ It’s about creating a genuine sense of belonging and acceptance."
The workshop also addressed the ambassadors’ responsibilities, operational principles, and training requirements. The recommendations generated will guide the ongoing development of this initiative. It is important to note that ambassadors will complement, not replace, professional consultants working within Unity Centers and partner organizations of the Unity Network.
This ambassador network aims to ease the reintegration process for Ukrainians returning after prolonged absences. Beyond providing practical information, it seeks to support the emotional aspects of return by fostering feelings of acceptance and community belonging. In the context of widespread challenges faced by many returning citizens, this initiative represents a meaningful step toward rebuilding the connection between Ukrainians abroad and their home communities.
