New Guidelines Approved by Ministry to Enhance Volunteer Coordination and Training in Local Communities

Guidelines for Coordinating Volunteer Efforts

The Ministry of Social Policy of Ukraine has officially endorsed a set of Methodological Guidelines aimed at improving the coordination of volunteer activities within local territorial communities and the preparation of volunteers at Resilience Centers. Designed for providers of comprehensive social services, local government bodies, nonprofit and charitable organizations, as well as other legal entities, these guidelines seek to elevate the quality and impact of volunteer work across communities.

Step-by-Step Volunteer Management Process

The recommendations outline a clear process for managing volunteers, organized into key stages:

  • assessing the specific needs of the community,
  • recruiting and training volunteers,
  • assigning tasks effectively,
  • coordinating activities and conducting internal monitoring of outcomes.

This structured approach aims to optimize volunteer support in areas such as:

  • families with children,
  • elderly individuals,
  • people with disabilities,
  • war veterans,
  • participation in educational and awareness campaigns,
  • peer support and mutual aid groups,
  • community-driven initiatives.

Volunteer training is tailored to address the unique challenges and priorities of each community, complementing—but not replacing—the work of professionals. This strategy is intended to boost both the effectiveness and quality of volunteer programs throughout Ukraine.

The development of these guidelines was a collaborative effort involving experts from the Ukrainian Catholic University, with support from the Council of Europe Development Bank. The project, titled "Supporting the Development of Resilience Services in Ukraine," receives funding from the Solidarity Fund for Ukraine via the Development Bank of the Council of Europe. The Ukrainian Catholic University serves as the implementing partner.

Initiated by the Ministry of Social Policy, Family, and Unity of Ukraine, this effort forms part of the nationwide mental health program "You Are Not Alone," championed by Ukraine’s First Lady, Olena Zelenska. The Ministry’s priority project to establish a network of Resilience Centers was developed in cooperation with the Cabinet of Ministers’ Coordination Center and Mental Health UA.

Approving these Methodological Guidelines marks a critical advancement in strengthening volunteerism amid the social challenges faced by Ukrainian communities. The implementation of these standards is expected to enhance social support for vulnerable populations and foster greater civic engagement in tackling local issues. Systematizing volunteer activities through such frameworks is essential to ensuring high-quality, effective assistance in today’s complex environment.

As the Ministry of Social Policy implements these new guidelines, the importance of community engagement becomes even more evident. Recently, the International KD Volunteer Forum in Lviv gathered 150 participants to discuss innovative approaches to volunteerism, highlighting the growing need for coordinated efforts in local initiatives. This forum serves as a pivotal platform for sharing best practices and enhancing collaboration among volunteers, further supporting the Ministry's objectives.
