Peace Talks Between Russia and Ukraine Face Hurdles

Negotiations to end the Russia-Ukraine conflict are unlikely to succeed before November 2024. The upcoming U.S. congressional and Senate elections are a major factor, as their outcome could reshape international policy. While some reports hint at the possibility of a temporary truce, analysts argue that Donald Trump lacks real leverage to pressure Vladimir Putin into stopping the war.

“Trump has no real means of influencing Putin to make him end the war.”

Furthermore, Putin cannot simply end the conflict, as doing so would be perceived as a sign of weakness in Russia. “Putin can’t just wrap up the war like that. No one in Russia would understand it,” the author notes. Interestingly, a Democratic victory in the elections might actually benefit Putin, as it could fuel greater political instability in the United States:

“A Democratic win in both chambers could be advantageous for Putin, as it would only increase turbulence in American politics.”

The unresolved issue of reopening the Strait of Hormuz also adds pressure. Russian oil is partially compensating for the shortfall from the Persian Gulf, but the situation remains tense. Putin would only agree to a freeze in the war under strong external pressure, possibly from China or a joint China-U.S. initiative. At the same time, “the negotiations depend minimally on the U.S. elections,” highlighting the complexity of international relations in this context.

Given these dynamics, it is clear that U.S. political conditions heavily influence the potential for peace talks. The elections introduce additional uncertainty, complicating diplomatic efforts. The need for external pressure from major powers like China also underscores the intricate global politics surrounding the Ukraine conflict.

Recent analyses suggest that while the immediate prospects for peace remain bleak, Ukraine's territorial gains in the coming years may play a significant role in shaping future negotiations and international alliances.
