Peace Negotiations Resume in Abu Dhabi

Following a meeting in Switzerland between Ukrainian President Volodymyr Zelenskyy and his American counterpart Donald Trump, peace talks between Ukraine and Russia are restarting in Abu Dhabi. The one-hour discussion covered key issues, though no documents were signed. These talks, the first of their kind since 2022, mark a significant new phase in diplomatic efforts to resolve the conflict. This development comes amid shifting international dynamics and intense global scrutiny over the war's future.

Kyiv's delegation is led by Head of the Main Intelligence Directorate Kyrylo Budanov, while Moscow is represented by Special Representative Kirill Dmitriev and Head of the Main Intelligence Directorate Igor Kostyukov. According to insiders, the delegations have brought four documents containing various proposals for a settlement.

Key Documents Under Discussion

  • First Document: Considered the most perilous for Kyiv, this addresses territorial issues and proposes the de facto transfer to Russia of parts of the Donbas currently controlled by Ukrainian forces.
  • Second Document: A plan for $800 billion in public and private financing for Ukraine's reconstruction, reportedly championed by BlackRock CEO Larry Fink.
  • Third Document: Concerns security guarantees, offering a hybrid model combining U.S. assurances with support from European nations, which would deploy a military contingent to a demarcation line.

International reactions to the talks have been mixed. Volodymyr Zelenskyy noted his team is working daily with Trump's team, stating the documents are nearly ready and the meeting day was positive. Meanwhile, Andriy Plenkovych emphasized the importance of keeping the negotiating subject open for review to prevent any de jure transfer of territory.

"Only one open question remains—the Donbas—which, in his view, can be resolved." — Steve Witkoff.

Concurrently, Radosław Sikorski expressed doubts about the Russian side's intentions, stressing that peace cannot be achieved through an agreement that would lay the groundwork for a new war.

Thus, the Abu Dhabi peace talks open a new chapter in diplomatic efforts to resolve the Ukraine-Russia conflict, yet considerable uncertainty surrounds the potential outcomes. The success or failure of these negotiations could significantly reshape the regional political landscape and international relations concerning the war.
