Local budgets received UAH 514 billion: what citizens and businesses' money will be spent on

Financial results of local budgets in Ukraine for 2025

In 2025, local budgets in Ukraine received UAH 514 billion, which is 14% more than in 2024. The main revenue to local treasuries comes from taxes on citizens and businesses, which constitutes a significant part of the financing of local programs and initiatives.

According to data, UAH 300.3 billion was received in the form of personal income tax (PIT). The unified tax from small and medium-sized businesses amounted to UAH 76.4 billion, while land payments brought UAH 45.3 billion to the budget. In addition, the excise tax provided UAH 37.1 billion, the profit tax of private enterprises — UAH 20.4 billion, and the property tax — UAH 12.7 billion.

Structure of revenues and regional indicators

The revenue structure for 2025 shows that taxes from individuals occupy the largest share of total financing and also indicates the importance of supporting small and medium-sized businesses in the country’s economy.

Among the regions of Ukraine, Kyiv region demonstrated the highest income growth — 22.8%. Volyn region also showed significant growth, amounting to 22.2%, while Transcarpathian region — 21.0%. At the same time, the lowest income indicators were recorded in Donetsk, Luhansk, Kherson, and Zaporizhia regions, which indicates the uneven economic development across various regions of the country.

The growth of revenues to local budgets highlights the importance of tax policy and effective financial management at the local level, which will impact the socio-economic development of communities.

This growth in budget revenues could indicate an improvement in the economic situation in Ukraine, as well as the effectiveness of tax reforms.

However, the difference in incomes between regions indicates the need for targeted support for those areas facing economic difficulties to achieve more balanced development in the country.
