The Ukrainian Ministry of Community and Territorial Development has clarified that the Kyiv city government is solely responsible for the maintenance, restoration, and safe operation of the Yevhen Paton Bridge. As a municipal asset, the bridge has been in a state of disrepair and deemed unsafe for use since 2018. In 2023, a commission inspecting bridge structures found that emergency anti-collapse measures had only been performed on select bridge supports in 2018 and 2019. During this period, the city authorities spent 15 million hryvnias on these limited interventions. However, expert conclusions confirm the bridge's state remains critical, classified as the fifth and worst operational category, meaning it is unfit for service. Notably, no repair work whatsoever was conducted after 2019, right up to the commission's inspection in 2023.

Under current Ukrainian law, streets, roads, and the artificial structures on them, including bridges, fall under the jurisdiction of local self-government bodies. Funding for their upkeep must come from local budgets and other sources defined by legislation. Therefore, the Kyiv City Council and its executive body hold the exclusive authority and duty to ensure the Paton Bridge is maintained to a proper technical standard.

Consequently, the full responsibility for the upkeep, restoration, and safe functioning of this vital piece of infrastructure currently lies with the territorial community of the city of Kyiv.
