IMO Uncovers 529 Vessels Sailing Under Fraudulent Flags

Відкриття ІМО: 529 суден, що використовують підроблені прапори.

The Widespread Issue of Fraudulent Maritime Flags

The International Maritime Organization (IMO) has identified 529 vessels using counterfeit or illegal flags, a systemic failure in global ship registration that will be a primary agenda item for the organization's Legal Subcommittee meeting next month. This practice, known as 'flag fraud,' undermines international maritime law and safety standards.

According to the IMO Secretariat's tally, the Netherlands reported two fraudulent websites issuing certificates for Sint Maarten, with 17 vessels confirmed to be sailing under the island's fake flag. France flagged a counterfeit webpage for the maritime administration of Matthew Island, while the United Kingdom initiated cases concerning the improper use of Bermuda MMSI numbers.

The Shadow Fleet and Its Global Impact

In a related development, Ukraine's Defence Intelligence (GUR) published data on 31 vessels in a 'shadow fleet' serving the interests of major Russian taxpayers. The intelligence identified oil tankers transporting crude oil for the companies Rosneft, Surgutneftegas, and Tatneft. This highlights how fraudulent flags can facilitate sanctions evasion and other illicit activities, making international scrutiny increasingly urgent.

'The use of fraudulent flags poses serious consequences for maritime safety and can enable illegal activities, including smuggling and sanctions evasion.'

The upcoming IMO Legal Subcommittee meeting represents a critical step in addressing this challenge, as the international community seeks effective control and regulatory mechanisms to combat maritime fraud.
