International delegations have visited the Darnytsia Combined Heat and Power Plant (CHP) in Kyiv, which was destroyed by Russian strikes. This facility is a critical piece of civilian infrastructure, providing heating for residential buildings, hospitals, and schools. Attacks on energy targets, including the Darnytsia CHP, form part of Russia's broader tactic to pressure the civilian population by targeting essential services.

International Representatives on the Ground

The visit involved over 60 ambassadors and representatives from foreign states and international organizations. The Darnytsia CHP sustained massive attacks, with a major strike occurring during a period of severe frost, which drastically worsened conditions for Kyiv's residents. Russia's systematic targeting of heat and power generation is a deliberate strategy that has caused profound concern both within Ukraine and among its international partners.
