Potential Overhaul of Ukraine's Mobilization System

The Ukrainian Ministry of Defense is finalizing a revised draft law on military conscription, which it plans to submit to parliament this week. This comes as Ukraine continues to implement mobilization under legislation passed in 2024. The proposed changes, which include significant innovations, could substantially impact the country's military registration and conscription procedures. These discussions are part of an ongoing effort to strengthen Ukraine's defense capabilities against the ongoing Russian invasion.

Proposed Penalties for Draft Evasion

A parliamentary committee is scheduled to debate new measures to penalize those who violate mobilization laws, specifically men who fail to register for military service. Current legislation already imposes certain restrictions, such as:

  • blocking bank accounts;
  • revoking driver's licenses.

These potential new sanctions may be consolidated into a separate legislative proposal.

In a related development, Ukraine's Minister of Digital Transformation, Mykhailo Fedorov, has raised the possibility of recruiting foreign nationals to aid in the fight against Russian forces. A key prerequisite is that the laws of their home countries must permit service in another nation's defense forces. Commenting on this initiative, Yegor Chernev noted:

“The question is one of scale. If it's not 100-200 people, but tens of thousands, I think that could help us. Much will also depend on the quality of personnel—how prepared they are to participate in combat operations, rather than just coming to earn money.” - Yegor Chernev
