Preparing for a Surge in Ukrainian Refugees in Moldova

Amid escalating challenges in Ukraine, Moldova is ramping up preparations to accommodate a potential influx of Ukrainian refugees this winter. Since the conflict began in 2022, over one million Ukrainians have sought refuge in Moldova, with roughly 100,000 of them settling permanently within the country. Moldovan authorities are actively coordinating humanitarian aid, logistical planning, and energy management to address the anticipated demands.

President Maia Sandu affirmed, 'If the winter in Ukraine proves as harsh as the world expects, we stand ready to welcome as many people as need protection.'

Given Moldova’s close electrical grid connections with Ukraine, the country recognizes it cannot independently supply electricity should Ukraine’s infrastructure suffer further damage from Russian attacks. However, there is potential to channel power from Romania through Moldovan territory, a critical measure to maintain energy stability in the region.

EU Support Strengthens Moldova’s Response and Regional Energy Security

The European Union has been instrumental in supporting Ukraine’s energy system and assisting Moldova with refugee reception since 2022. Prime Minister Dorin Recean highlighted Moldova’s experience in crisis management, stating, 'This is part of our strategic planning.' Additionally, the EU supplies Ukraine with generators, enhancing resilience amid ongoing hostilities.

Moldova remains vigilant, preparing for the challenges tied to increased refugee arrivals while contributing to energy support for Ukraine. The government is leveraging available resources and partnerships to ensure safety and well-being for those fleeing the conflict.

The humanitarian conditions in Ukraine continue to be dire, with winter forecasts suggesting worsening hardships for civilians. Moldova’s proactive stance reflects its commitment to addressing these emerging needs. Collaboration with the European Union and assistance to Ukraine’s power systems play a vital role in sustaining regional stability during this complex humanitarian and security crisis.
