The Ministry of Health is working on raising doctors' salaries: the minimum wage for doctors and other professionals is proposed to be set at 30 thousand hryvnias, and for nurses and paramedics at 20 thousand. The amounts and timelines are not yet approved. This is reported by RBC-Ukraine citing the ministry's response.

Doctors' salaries: what minimum amounts the Ministry of Health proposes for 2027

The ministry is preparing amendments to the Cabinet's resolution No. 28 dated January 13, 2023. It regulates the minimum payment rates for employees of state and communal healthcare institutions.

The proposed payment levels are:

  • 30 thousand hryvnias for doctors, pharmacists, and other healthcare professionals;

  • 20 thousand hryvnias for mid-level medical staff, including nurses and paramedics.

These refer to the planned minimum payment levels, not to an already approved increase. The ministry is currently not disclosing the final conditions for their implementation.

Salary increases and retention of workers are among the priorities in preparing the Medical Guarantees Program for 2027. This occurs against the backdrop of an increase in the number of vacancies in the medical and pharmaceutical sectors.

Increase in doctors' salaries: when will conditions be determined in 2027

The introduction of new amounts will depend on the funding provided by the state budget. The mere intention of the ministry is not enough to change the mandatory minimum wage levels.

Final amounts, conditions, and timelines will be determined after the approval of budget allocations for 2027 and the corresponding Cabinet decisions. Thus, there are currently no grounds to assert that all mentioned employees will receive new salaries starting January 1.

Previously, the government presented a draft funding plan for healthcare, which provides resources for reviewing wage payments. However, budget proposals and finally established salary guarantees remain different stages of decision-making.
