IMF approves new program for Ukraine worth $8.1 billion: what does it mean

New IMF program for Ukraine

The Board of Directors of the International Monetary Fund (IMF) has approved a new four-year extended funding program for Ukraine worth $8.1 billion. This program is part of a broader financial framework aimed at covering the state budget deficit and opens the way for receiving additional international assistance.

The first tranche of the program is expected to amount to about $1.5 billion. The funds from this tranche will be directed to cover the state budget deficit and support macro-financial stability. Overall, the program is designed to ensure coverage of the projected state budget deficit of $136.5 billion over four years. It also foresees the continuation of structural reforms, which are an important aspect of stabilizing the country’s economy.

International financial support

Thanks to this program, Ukraine will be able to attract up to 90 billion euros from the European Union, as well as financing from G7 countries and international financial institutions. Partners have confirmed the continuation of the moratorium on servicing official debt and the readiness to complete debt restructuring after stabilizing the economic situation.

In the fifth year of full-scale war, against the backdrop of systematic attacks on energy, Ukraine has guaranteed international financial support from partners and resources for stable state operations. The program supported by the IMF is part of a broader financial framework aimed at ensuring coverage of the projected state budget deficit of $136.5 billion over four years.

It is worth noting that in November 2025, Ukraine and the IMF reached staff-level agreement on launching a new lending program. The previous EFF program was approved in March 2023 and was designed for a scenario of ending the war by spring 2027. However, hostilities have been ongoing for the fifth year. In this regard, the Fund and the Ukrainian government decided to update the cooperation parameters.
