Procedure for Determining the Status of a Missing Person
Ukraine’s Ministry of Internal Affairs has issued guidance on how to establish the legal status of a missing individual, as part of its “Ask the Ministry” initiative. This issue has become increasingly urgent given the rising number of disappearances across the country.
To officially list someone as wanted, a report must first be filed with the National Police of Ukraine. Once the person is declared wanted, their information becomes accessible through the ministry’s “Search for Missing Citizens” service, also known as the “Single Window.” Searches are conducted based on available details about the individual. Anyone whose whereabouts are unknown at the time the report is submitted is classified as a missing person. Meanwhile, those who disappear due to armed conflict, hostilities, temporary occupation, or emergencies receive the special designation of “missing under special circumstances.”
