Updated Validity Periods for Ukrainian Driver’s Licenses

Ukraine’s Ministry of Internal Affairs has issued clarifications on the new validity periods for driver’s licenses, including rules for exchanging them when adding a new category and guidelines for drivers holding multiple categories. Under the updated regulations, a first-time driver’s license is valid for two years. After that, it can be exchanged without retaking exams, provided the driver has no more than two administrative traffic safety violations.

Exchanging Licenses and Adding New Categories

When a new category is added, the license must be exchanged. The new document will reflect the validity periods for each vehicle category. Drivers with a professional category (e.g., C) are not required to exchange their license every five years if they do not actually operate a vehicle in that category. In such cases, the driver may continue using a vehicle from another category until that category’s full validity period expires.

Regarding the renewal of rights to drive heavy trucks, the Ministry states:

You can restore the legal ability to drive a truck at any time by completing a scheduled exchange of your driver’s license.

Exchanges can be done at any territorial service center of the Ministry of Internal Affairs by prior online appointment, or online through the Driver’s Cabinet or the Diia app.

Under the new rules, licenses for motorcycle and passenger car drivers will be issued for 15 years, while those for heavy truck and passenger transport drivers will be valid for 5 years. No retesting is required for a scheduled exchange unless otherwise stipulated by law. The conditions for an exam-free exchange remain the same: the driver must have no more than two administrative traffic safety violations.

The changes to driver’s license exchange procedures aim to simplify the process and reduce the administrative burden on drivers. For instance, allowing exchanges without exams for drivers with a clean record may encourage better compliance with traffic laws. This could also improve road safety by lowering the risk of license reinstatement for those with inadequate experience or a history of reckless behavior.
