Ukrainians using the Diia platform to sell their vehicles may encounter an automatic "Declined" notification, according to the Main Service Center of the Ministry of Internal Affairs (MVS). Diia is Ukraine's digital government services portal, so these automated checks are part of the system's routine operation. The response is generated automatically after the system cross-checks vehicle, seller, and buyer data against government registries. Among the most frequent reasons are mismatched paperwork and court or financial restrictions tied to either the owner or the car. The checks run across multiple databases at once, so even a single limitation or encumbrance is enough to block the transaction.

Support-line operators and online chat agents at the Main Service Center cannot reveal the exact reason for a rejection because they lack technical access to personal registry data. To finalize a purchase agreement, buyers and sellers must visit an MVS service center. Re-registration requires specific paperwork, and the seller must provide the following:

  • A Ukrainian citizen's passport or ID-card showing the registered place of residence, or accompanied by an extract
  • The taxpayer identification number (RNOCPP)
  • The vehicle registration certificate
