The Ministry of Internal Affairs of Ukraine today, September 16, officially refuted yet another fake about the increase in fines for traffic violations. The First Deputy Head of the Patrol Police Department Oleksiy Biloshytskyi reported on Telegram that the information about increasing the fines is false.
The Ministry of Internal Affairs refuted the information about the alleged increase in fines for traffic violations - driving without a license, speeding, driving under the influence, or running a red light. This fake is actively spreading online.
The year 2025 has not brought significant changes to legislation regarding traffic rules and fines. The current penalties have remained unchanged since March 2021, when Law No. 2695 came into effect.
Most common violations and their costs:
- Speeding: 20+ km/h, but less than 50 km/h — 340 UAH; 50+ km/h — 1700 UAH
- Running a red light: 680 UAH
- Driving without a license: 3400 UAH
- Lack of insurance: 425 UAH
- Not wearing a seatbelt: 510 UAH
Severe penalties are provided for driving under the influence:
- first offense — 17,000 UAH with a 1-year driving ban
- repeat offense within a year — 34,000 UAH with a 3-year driving ban
- third offense within a year — 51,000 UAH, vehicle confiscation, and a 10-year driving ban
This is not the first case of spreading false information about increasing fines in 2025. Since July 1, 2025, information about allegedly new fines for traffic violations began spreading in the Ukrainian information space, talking about a supposed two- or even threefold increase in fines for most violations.
On June 11, some media reported that from July 1, 2025, updated rules for liability for traffic violations will come into effect in Ukraine, but this information was also denied by official sources.
In the Verkhovna Rada, there are indeed draft laws regarding increased liability for traffic violations. Draft law No. 13314, which provides changes to the fines, was registered on May 26, 2025. As of today, it is listed on the official website of the Verkhovna Rada as 'Provided for review'.
The document proposes to introduce a proportional system of fines for speeding:
- over 10 km/h — 340 UAH
- over 20 km/h — 680 UAH
- over 30 km/h — 1360 UAH
- over 40 km/h — 1700 UAH
- over 60 km/h — 2720 UAH
- over 80 km/h — 3400 UAH
In conclusion, the Ministry of Internal Affairs of Ukraine has refuted rumors about the increase in fines for traffic violations in 2025. The amounts of fines remain at the same level since 2021. There is a draft law in the Verkhovna Rada regarding changes in fines for speeding, but it has not yet come into force.
