Ongoing Disputes in Ukraine-South Korea Relations

The Ukrainian Ministry of Foreign Affairs has dismissed rumors suggesting a potential break in diplomatic relations with South Korea. Foreign Ministry spokesperson Georgiy Tykhy clarified that statements made by South Korean Foreign Minister Cho Hyun were purely speculative and do not represent the actual state of affairs. Despite diplomatic tensions, South Korea continues to stand in support of Ukraine.

Cho Hyun’s comments, made in response to questions about worsening ties with Ukraine, were hypothetical in nature. Tykhy urged the public and media to consider the minister’s exact words before drawing conclusions about any plans to terminate diplomatic relations.

“This is not true. I encourage everyone to listen directly to the quote from the Korean minister,”
he emphasized. He also noted that signals from South Korea are more measured and neutral than how they are portrayed in the media.

Diplomatic Strains and Background

On October 31, 2026, South Korea recalled its ambassador to Ukraine, Park Ki-chan, amid a dispute related to the disclosure of information concerning the repatriation of North Korean prisoners of war. On the same day, Seoul also withdrew eight other diplomats from Ukraine.

Despite these strains, South Korea maintains ongoing communication with Ukraine’s Foreign Ministry. South Korean President Lee Jae-myung accused Ukraine of violating a non-disclosure agreement following Ukrainian President Volodymyr Zelensky’s speech at the UN General Assembly. During that address, Zelensky revealed that Ukraine had handed over two North Korean POWs, captured in January 2025, to South Korea.

The issue of repatriating North Korean prisoners remains highly sensitive and carries significant implications for diplomacy, national security, and stability on the Korean Peninsula, according to Lee Jae-myung. Nevertheless, he stressed that South Korea’s broad support for Ukraine remains unchanged and that Seoul continues to participate actively in international efforts to halt Russian aggression.

In light of current challenges, both countries are striving to preserve dialogue and cooperation within the framework of international diplomacy.
