Ukraine’s Foreign Ministry to Issue Certificates Affirming National Identity to Children Abroad

Міністерство закордонних справ України планує надавати дітям за кордоном документи, що підтверджують їхню національну приналежність.

Ukraine’s Foreign Ministry Launches Program to Support National Identity Among Children Overseas

The Ukrainian Ministry of Foreign Affairs has introduced a new program aimed at recognizing and encouraging Ukrainian children living abroad to maintain their cultural and linguistic heritage. Certificates will be awarded to youth under 16 who actively engage with the Ukrainian language, participate in community life, and take part in national holidays and cultural-patriotic events. This initiative strengthens Ukraine’s efforts to preserve the identity of its young diaspora and bolster the work of Ukrainian organizations worldwide.

Eligibility Requirements for the Certificate

To qualify for the certificate, children must meet several criteria, including:

  • Consistent use of the Ukrainian language;
  • Regular attendance at Ukrainian cultural and educational centers;
  • Active involvement in community events;
  • Participation in cultural, artistic activities, celebrations, competitions, and academic contests related to Ukrainian studies;
  • Engagement in national-patriotic projects focused on state holidays, significant historical anniversaries, honoring notable Ukrainian figures in history, science, and culture, as well as key historical events.

Additionally, children’s involvement in caring for memorial sites connected to prominent Ukrainians and historical events will be considered. The program also aims to encourage young Ukrainians abroad to feel connected to the global Ukrainian community and support the work of Ukrainian organizations internationally.

Notably, the NGO 'Vchysia' has developed 1,138 educational material packages designed for teachers delivering Ukrainian studies components to children abroad. This development was highlighted by Ukraine’s foreign affairs ministry.

This initiative marks a significant advancement in supporting the Ukrainian diaspora, which faces challenges in preserving its cultural and linguistic identity beyond Ukraine’s borders.

By awarding these certificates, the Ministry hopes to inspire greater participation in Ukrainian cultural life among young people abroad, thereby reinforcing the bonds between Ukraine and its global community. Furthermore, these efforts could enhance Ukraine’s international image by demonstrating its commitment to preserving national identity and supporting its citizens worldwide.

As the Ukrainian government takes significant steps to foster national identity among children abroad, it parallels other cultural initiatives aimed at uniting the diaspora. For instance, the recent voting process in the 'Diia' app allows the community to select a defining Ukrainian book, further emphasizing the importance of cultural engagement and heritage preservation.
