The problem of owning a home remains painful for hundreds of thousands of displaced persons. After years of renting, the government is gradually expanding support programs that help IDPs acquire their own housing. Currently, there are three main mechanisms in action - 'eOselya', compensations from the Ministry of Social Policy, and regional programs. More about this is reported by Novyny.LIVE.
Special mortgage conditions of 'eOselya' for IDPs
The main state instrument is the mortgage program 'eOselya', which allows obtaining a loan for an apartment or house at a minimal rate. Special conditions apply to internally displaced persons:

Mortgage at 7% for the first 10 years;

10% for the next 10 years;

Housing not older than 20 years.
Anyone with a valid IDP status can apply. Moreover, the program can be combined with other types of support. For example, a military person with this status has the right to apply for a mortgage at 3–6% under military conditions and additionally receive compensation from the Ministry of Social Policy.
Compensation from the Ministry of Social Policy for IDPs
The compensation program of the Ministry of Social Policy covers part of the expenses for purchasing housing or participating in 'eOselya':

70% of the down payment, but no more than 30% of the housing cost (up to 2 million UAH);

70% of the monthly payment for a year (up to 150 thousand UAH in total);

up to 40 thousand UAH for related expenses - insurance, appraisal, commissions.
This aid significantly reduces the financial burden. As noted in 'Ukrfinzhitlo', IDPs have a real chance to 'get out of renting and become homeowners'.
Additionally, local authorities, employers, and charitable organizations are launching their own support programs. They may compensate part of the down payment, interest rates, or even part of the loan itself. Such initiatives are already in place in several regions, and the government plans to expand their network in 2026.
