Apprehension at the Porubne-Siret Border Crossing

On November 25, 2025, Ukrainian customs officers at the Porubne-Siret border checkpoint detained 48-year-old Ukrainian citizen Iryna Hutsuliak. She was attempting to illegally smuggle $100,000 USD into Romania via the pedestrian 'green corridor'. The cash was discovered concealed under her clothing, taped to her abdomen with adhesive tape.

Initially, officers found $8,000, but a more thorough search revealed the full amount of $100,000, which was divided into two bundles and wrapped in tape. At the exchange rate set by Ukraine's National Bank, this sum exceeds 4.2 million hryvnias. Ukrainian law strictly limits the amount of undeclared cash that can be taken out of the country to the equivalent of 10,000 euros. This incident highlights the heightened scrutiny on cross-border currency movements, a priority for authorities in the region.

Court Verdict and Penalties

The court found Iryna Hutsuliak guilty of violating customs regulations. As a result, the court ordered the confiscation of $98,000 of the seized money and imposed a fine of 2,076,000 hryvnias.

The Chernivtsi Customs Office stated, 'The offender was a 48-year-old Ukrainian citizen traveling to Romania via the pedestrian crossing. The woman hid the funds under her clothes, securing them to her stomach with tape.'

This case underscores the critical importance of adhering to customs laws when crossing international borders. Given increasing controls on financial transactions and currency movement, similar incidents are likely to be detected more frequently. Ukraine has clear regulations regarding the export of cash, and violations can lead to severe financial consequences, including asset forfeiture and substantial fines.
