Charges Filed Against Criminal Group Participants
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) have formally charged five individuals linked to a criminal network uncovered during the operation known as “Carthage.” Among those accused are the group's ringleader and several officials from the Security Service of Ukraine (SBU) and the National Police. This organization operated under the guise of law enforcement agencies, engaging in fraudulent call centers, drug trafficking, illegal production of counterfeit cigarettes, and forging foreign currency.
Legal Grounds for the Charges
The alleged ringleader faces multiple charges under the Ukrainian Criminal Code, including:
- Part 1, Article 255
- Part 3, Article 27
- Part 3, Article 369
- Part 3, Article 127
- Part 3, Article 199
- Part 3, Article 209
Additionally, the first deputy head of an SBU department is charged under Part 3, Article 255. The head of a National Police department faces charges under Part 3, Article 255 and Part 4, Article 368. The deputy head of the Criminal Investigation Division at the Kyiv Regional Police is accused under Part 3, Article 255; Part 5, Article 27; Part 3, Article 127; Part 5, Article 27; and Part 3, Article 199.
The criminal organization was established by a previously convicted individual and includes active senior officials from the SBU, the Office of the Prosecutor General, the National Police, and members of the criminal underworld. Their main illicit activities involve:
- Operating fraudulent call centers
- Trafficking narcotics
- Illegal manufacture of counterfeit cigarettes
- Counterfeiting foreign currency
This case highlights critical concerns about corrupt alliances between law enforcement agencies and criminal groups in Ukraine. The exposure of a network involving high-ranking officials could trigger further investigations and reforms within the country’s justice system. It also demonstrates the urgent need for stronger oversight of law enforcement to prevent such criminal enterprises in the future.
The recent charges against the five members of the criminal network illustrate a troubling trend of corruption within law enforcement in Ukraine. This is not an isolated incident; similar patterns of embezzlement have been uncovered in other operations, such as the case involving the embezzlement of substantial funds by ten individuals linked to state enterprises. Such cases raise significant concerns about the integrity of public institutions and the need for reform to combat systemic corruption.
