Allegations of Corruption Uncovered

Between October 12 and 13, 2026, the National Anti-Corruption Bureau of Ukraine (NABU), under the supervision of prosecutors from the Specialized Anti-Corruption Prosecutor's Office (SAPO), formally accused ten individuals of engaging in two fraudulent schemes that siphoned off over 26.8 million UAH from the state enterprises JSC 'Ukrzaliznytsia' and SE 'Forests of Ukraine.' According to the investigation, those charged include officials from the joint-stock company, the state enterprise, as well as an active employee of the Security Service of Ukraine.

Details of the Criminal Schemes

The first scheme took place from May to December 2024, during which the conspirators, in collusion with officials from SE 'Forests of Ukraine,' misappropriated 21.5 million UAH. This was done through procurement of metal pallets and plastic crates at artificially inflated prices. Portions of the misappropriated funds were funneled to the organizers and the involved state enterprise personnel.

The second scheme stretched from September 2023 to May 2025. During this period, a company controlled by the accused received 5.2 million UAH linked to the purchase of power transformers for JSC 'Ukrzaliznytsia.' The actions of those implicated are being prosecuted under Part 5 of Article 191 of the Criminal Code of Ukraine. The investigation remains ongoing. In line with Article 62, Part 1 of the Ukrainian Constitution, all suspects are presumed innocent until proven guilty in a court of law.

This case highlights the ongoing challenge of combating corruption within Ukraine's public sector, where large-scale misappropriation of public funds by officials undermines governance and public trust. The suspicions brought forward by NABU investigators expose systemic weaknesses in managing state resources and emphasize the urgent need for tighter oversight of financial operations within government enterprises. Successfully addressing such crimes could significantly impact the reforms aimed at improving transparency and accountability in Ukraine's public administration.

The recent charges brought by NABU highlight a troubling trend in Ukraine's public sector, where corruption schemes continue to emerge. A similar case involves the misappropriation of a staggering 137.5 million UAH from the Kyiv Metro, demonstrating the widespread nature of these fraudulent activities.
