Investigation into $6.3 Million Embezzlement
Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have launched a criminal investigation into the alleged embezzlement of 246 million hryvnias (approximately $6.3 million) during the development of the 'DZVIN' system for the Armed Forces of Ukraine. The case was officially registered on December 9, 2024. Suspects include former high-ranking military officials and the director of the private company contracted to build the system. This investigation highlights ongoing challenges in Ukraine's defense procurement sector, which is under intense scrutiny as the country continues its war effort.
Chronic Failures in the 'DZVIN' System Development
The development of the 'DZVIN' system began in 2016 under a contract with the Ministry of Defense. The contractor, however, lacked any prior experience in software development. Over the next four years, the project's technical specifications were altered 13 times, a process that allowed the contract price to be inflated by an additional 300 million hryvnias. Furthermore, the number of system prototypes was increased from 4 to 11 without proper justification, generating extra costs of 115 million hryvnias for revising the documentation.
Despite these numerous and costly changes, the final system failed to meet its technical requirements. It was incompatible with NATO protocols and lacked integration with other military systems. The vast majority of the software remains unused, with only 10 out of 200 planned information and calculation tasks ever being implemented. Nevertheless, the 'DZVIN' system was officially adopted by the Armed Forces at the end of 2022, and additional funding for it was planned for 2024.
Those named as suspects in the case are a former Deputy Chief of the General Staff of the Armed Forces (Lieutenant General), a former Chief of the Armed Forces Communications Troops (Major General), a former Head of the General Staff's Automation Development Department (Colonel), and the director of the private company that was the primary contractor.
This case underscores systemic issues with the management of state funds and the quality of execution in Ukraine's defense projects.
The allegations against senior military officials are likely to prompt stricter oversight of defense budget expenditures and raise demands for greater transparency and accountability in state procurement. Ensuring the efficient use of resources is critically important for national security, especially during an ongoing war.
