Corruption Ring Uncovered Within Ukraine's Border Service
Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed a smuggling operation that illegally moved cigarettes across the border. According to investigators, former and current officials of the State Border Guard Service used vehicles with forged diplomatic plates and enlisted relatives of Ukrainian diplomats stationed in Europe to ensure the cars passed through checkpoints without inspection.
For each vehicle that successfully crossed the border, the implicated border guards received a payment of €3,000. Between July and November 2023, they are suspected of obtaining at least €204,000 in illicit benefits, facilitated by the passage of 68 cars registered in the Czech Republic and Austria. This case highlights the persistent challenge of corruption within state institutions, even during wartime. The suspects' actions have been classified under Part 4 of Article 27 and Part 4 of Article 368 of Ukraine's Criminal Code, pertaining to receiving unlawful benefits on an especially large scale and complicity.
Investigation and Repercussions
Searches are currently being conducted at the premises of Serhii Deineko, a former head of the Border Guard Service. It is known that on January 4, 2023, he was appointed as an advisor to Ukraine's Minister of Internal Affairs. Following rehabilitation, he was slated for appointment as a commander of a combat unit within the Border Guard Service. NABU noted that the passengers in the departing vehicles were holders of diplomatic passports—family members of Ukrainian diplomats in Europe. Their presence allowed the cars to avoid examination by EU border and customs authorities.
Detectives discovered that high-ranking border service officials had previously served alongside diplomats whose relatives later became participants in this scheme. This situation raises serious concerns about entrenched corrupt practices within state structures and underscores the need for continued rigorous investigation.
The exposure of this corruption scheme underscores the urgent need for enhanced oversight and transparency within the State Border Guard Service, particularly amid Ukraine's war and the global fight against graft.
